Signed into law by President Rodrigo Duterte on August 3, 2017, RA 10931 provides:
- Free tuition at all state universities and colleges (SUCs)

- Free tuition at state-run technical-vocational institutions (TVIs)
- Exemption from other school fees including admission fees, library fees, laboratory fees, and computer fees
