TL;DR: BS Architecture is a five-year degree under CHED Memorandum Order No. 61, series of 2017, totalling 205 credit units. BS Civil Engineering is a four-year degree under CMO No. 92, series of 2017, with a minimum of 171 credit units. The decisive difference is not the curriculum, it is the licence. Under RA 9266, an architecture graduate must first complete at least two years of diversified architectural experience certified by a licensed architect before applying for the licensure examination. Under RA 544, a civil engineering graduate needs only to be 21, a Filipino citizen, of good moral character and a four-year graduate — no experience requirement in the statute. That is roughly a three-year difference in time-to-licence.
Both degrees put buildings up. They are regulated by two different laws, examined by two different boards, and they seal different documents. This post compares them on the things that are actually written down.

The Timeline Is the Real Decision
Line the two up from the day you enter first year and the gap is stark.
Civil engineering. Four years of study, then eligibility to apply for the Board Licensure Examination for Civil Engineers as soon as you meet Section 12 of RA 544: at least 21 years of age, a Philippine citizen, of good reputation and moral character, and a graduate of a four-year civil engineering course from a government-recognised school. Nothing in the statute requires post-graduation practice first.
Architecture. Five years of study, then at least two years of diversified architectural experience duly certified by a registered or licensed architect before you may even apply. RA 9266 credits one year of that requirement to holders of a master's degree in architecture. So the earliest realistic route to registration is around seven years from matriculation, and it depends on someone employing you and being willing to certify the work.
That second dependency is not a technicality. It means your path to a licence runs through the profession itself. Ask practising architects in your city how graduates typically find those two years before you commit to the degree on the assumption that it will be easy.
None of this says architecture is the harder choice for everyone. It says the two have different shapes, and the shape is knowable in advance.
What Each Examination Covers
Architect Licensure Examination. RA 9266 Section 14 lists four subject areas: History and Theory of Architecture with Principles of Planning and Architectural Practice; Structural Design, Building Materials, Architectural Specifications and Methods of Construction and Utilities; Urban Design and Architectural Interiors; and Architectural Design and Site Planning. Section 15 fixes the rating in the law itself — "a weighted general average of seventy percent (70%), with no grade lower than fifty percent (50%) in any given subject."
Board Licensure Examination for Civil Engineers. Board of Civil Engineering Resolution No. 08, series of 2009 realigned the examination into three clusters of equal weight, 33⅓ percent each at four hours' duration, implemented from the November 2013 sitting:
- Mathematics, Surveying, Transportation Engineering and Basic Engineering Sciences
- Geotechnical Engineering, Water Resources, Hydraulics, Environmental Engineering and Safety Management
- Structural Engineering, Building Design, Construction and Civil Engineering Documents
That resolution replaced the older 35/30/35 split from a 1998 Board resolution. Review material still circulating with the older weights is out of date. The resolution does not state a passing rating, and RA 544 contains no equivalent of the architects' 70-and-50 rule, so take the current rating standard from PRC's own issuances rather than from a review centre summary.
Both examinations are scheduled by PRC and the dates move every cycle. What the Two Licences Actually Let You Do
The statutory definitions are the cleanest way to see the difference, because they were written to divide the work.
RA 9266 defines the general practice of architecture as "the act of planning and architectural designing, structural conceptualization, specifying, supervising and giving general administration and responsible direction to the erection, enlargement or alterations of buildings and building environments and architectural design in engineering structures or any part thereof," together with the coordination of the processes that produce a complete building.
RA 544 defines the practice of civil engineering as services in "consultation, design, preparation of plans, specifications, estimates, erection, installation and supervision of the construction of streets, bridges, highways, railroads, airports and hangars, port-works, canals, river and shore improvements, lighthouses, and dry docks; buildings, fixed structures for irrigation, flood protection, drainage, water supply and sewerage works; demolition of permanent structures; and tunnels," and adds that the enumeration "shall not be construed as excluding any other work requiring civil engineering knowledge and application."
Read those together and the pattern is clear. Architecture is defined around the building as a designed and administered whole. Civil engineering is defined around a much wider class of built works — roads, bridges, ports, dams, water systems — of which buildings are one item on a long list.
Sealing, which is where the two laws meet
Both professions have a seal, and both laws attach personal responsibility to it.
Under RA 9266 Section 20, a licensed architect affixes the Board-prescribed seal bearing their name, registration number and the title "Architect" on all architectural plans, drawings, specifications and other contract documents prepared by or under their direct supervision. The same section directs that no government officer charged with enforcing laws or ordinances on the construction or alteration of buildings "shall accept or approve any architectural plans or specifications which have not been prepared and submitted in full accord with all the provisions of this Act." Section 32 adds that the architect-of-record is fully responsible for all architectural plans, specifications and other documents issued under their seal.
Under RA 544 Section 14, a registered civil engineer obtains a Board-authorised seal carrying the serial number of their certificate, and "plans and specifications prepared by, or under the direct supervision of a registered civil engineer shall be stamped with said seal during the life of the registrant's certificate."
In practice a building project carries both signatures on different sheets, which is why the two professions work alongside each other on almost every real project rather than substituting for one another.
Choosing Between Them
Ask yourself four questions and answer them honestly.
Do you want to spend five years drawing? The architecture curriculum is built around a ten-course design studio sequence. Studio is not a subject you can coast through and it is not optional. If the idea of iterating a design under critique for five years sounds like the good part, that is a strong signal. If it sounds like the price of admission, that is also a signal.
Are you willing to wait for the licence? Two certified years after a five-year degree is a real commitment, and it is imposed by law rather than by any school.
Do buildings interest you, or does infrastructure? If your mental image of the work is a house, a museum, an interior, then architecture. If it is a bridge, a flood-control system, a port, a water supply network, then the civil engineering definition already covers what you want and the architecture one does not.
How much mathematics do you want as your daily medium? Civil engineering's examination clusters tell you honestly: mathematics and basic engineering sciences, geotechnical and hydraulics, structural and construction. All three are quantitative.

One Thing Not To Do
Do not choose between these two on the basis of a quoted starting salary or a quoted board passing rate. Salary figures for both professions circulate widely without naming a survey, a year or a sector, and passing rates swing hard between sittings and between schools. Choose on the shape of the work and the shape of the path to the licence — those are stable, published, and knowable now.
