The CHED Order Behind BSCE

CHED Memorandum Order No. 92, series of 2017, "Policies, Standards and Guidelines for the Bachelor of Science in Civil Engineering (BSCE) Program Effective Academic Year (AY) 2018-2019," was adopted by virtue of Commission en banc Resolution No. 788-2017 dated 24 October 2017. It is an addendum to CMO 37, s. 2012, which established outcomes-based education across engineering programmes.

CMO 92 describes civil engineering as one of the broadest engineering disciplines, and its list of covered works reads like an infrastructure inventory: bridges, buildings, dams, airports and hangars, ports and harbours, highways and railways, tunnels, river and shore improvements, lighthouses, drydocks, irrigation, flood protection, drainage, water supply, and towers.

The order is outcomes-based. It fixes required programme outcomes and a minimum curriculum, then allows schools to design their own route to those outcomes provided they can demonstrate the outcomes are still met.

171 Units, Broken Down

CMO 92 states the minimum plainly: "The curriculum has a minimum total of 171 credit units, comprising of 121 units of technical courses." Later in the same order it repeats that the total for the whole programme "shall not be less than 171 units, including P.E., and NSTP."

The mathematics block is Calculus 1 and 2, Differential Equations, Engineering Data Analysis, and Numerical Solutions to CE Problems. Natural sciences are Chemistry for Engineers, calculus-based Physics for Engineers, and Geology for Civil Engineers. Basic engineering sciences carry the mechanics sequence — Statics of Rigid Bodies, Dynamics of Rigid Bodies, Mechanics of Deformable Bodies — plus drawing, computer-aided drafting, programming, engineering economics, technopreneurship, and engineering management.

The 49-unit professional common core is the heart of the degree: Fundamentals of Surveying, Construction Materials and Testing, Structural Theory, Highway and Railroad Engineering, Building Systems Design, Principles of Steel Design, Principles of Reinforced/Prestressed Concrete, Hydraulics, Hydrology, CE Law Ethics and Contracts, Geotechnical Engineering 1 (Soil Mechanics), Principles of Transportation Engineering, Quantity Surveying, Construction Methods and Project Management, and the two capstone courses, CE Project 1 and CE Project 2.

The CHED sample programme of study runs four years. It is worth being clear-eyed about what 171 units over eight semesters means: the sample semesters in CMO 92 carry 20 to 24 units. That is a demanding load, and taking five years is common rather than exceptional.

The Specialisation Rule Most Applicants Miss

CMO 92 requires 15 units of specialised professional courses, and it names five tracks:

  1. Construction Engineering and Management — project construction and management, advanced construction methods and equipment, construction cost engineering, database management in construction, construction occupational safety and health
  2. Geotechnical Engineering — rock mechanics, foundation engineering, geotechnical earthquake engineering, ground improvement
  3. Structural Engineering — structural analysis software, earthquake engineering, steel design, reinforced and prestressed concrete design, structural design of towers, bridge engineering, foundation and retaining wall design
  4. Transportation Engineering — transportation systems planning and design, highway engineering, airport design, ports and harbours
  5. Water Resources Engineering — water resources engineering, flood control and drainage design, irrigation engineering, water supply planning and development, coastal engineering, river engineering, groundwater flow modelling

Schools must offer at least four courses in each area of chosen specialisation, and must offer at least one track. The consequential part: CMO 92 states the specialisation "shall appear in the Transcript of Records and Diploma," giving the example "Bachelor of Science in Civil Engineering (Geotechnical)."

That makes school choice more consequential than in most degrees. A university that only offers structural engineering cannot give you a transportation specialisation, and the label follows you onto your credentials. OJT and Capstone Requirements

CMO 92 prescribes On-the-Job Training as a 3-unit technical course with a minimum of 240 hours. This is a CHED requirement, not a school option.

Alongside it, CE Project 1 and CE Project 2 make up the capstone sequence, at 2 units each. The CMO's own assessment examples use the CE Project as the key course where programme outcomes are demonstrated, so treat it as the piece of coursework that matters most to how your programme is evaluated — and to your portfolio.

The Board Exam, With the Correct Structure

Civil engineering practice is regulated under Republic Act No. 544, the Civil Engineering Law of 1950. Section 12 sets the qualifications for the examination: at least twenty-one years of age, a Philippine citizen, of good reputation and moral character, and a graduate of a civil engineering course from a school recognised by the government.

Here is the part that is widely reported wrong. PRC Board of Civil Engineering Resolution No. 08, s. 2009 realigned the Board Licensure Examination for Civil Engineers (BLECE), superseding the earlier Board of Civil Engineering Resolution No. 68 of 1998. Under the 2009 resolution the exam has three clustered subjects, each weighted 33 1/3 percent, each four hours long:

(a) Mathematics, Surveying, Transportation Engineering and Basic Engineering Sciences. Algebra and advanced algebra, plane and spherical trigonometry, analytic geometry, solid mensuration, differential and integral calculus, differential equations, probability and statistics, advanced engineering mathematics, elementary and higher surveying, engineering surveys, highway engineering, transportation engineering, engineering drawing, computer fundamentals and programming, computer-aided drafting, statics and dynamics of rigid bodies, mechanics of deformable bodies, engineering economy, and engineering management.

(b) Geotechnical Engineering, Water Resources, Hydraulics, Environmental Engineering and Safety Management. Soil mechanics, foundations, mechanics of fluids, hydraulics, hydrology, water resources engineering, environmental engineering, and safety management.

(c) Structural Engineering, Building Design, Construction and Civil Engineering Documents. Structural theory, reinforced concrete design, steel and timber design, building design, construction materials and testing, construction methods, project management, civil engineering laws, contracts, and specifications.

The resolution states the new subjects, weights, and time allotments were to be implemented starting with the November 2013 BLECE. Anything you read describing the exam as 35 percent, 30 percent, and 35 percent with five-, four-, and five-hour durations is quoting the 1998 resolution that the 2009 one replaced. What Civil Engineers Actually Do

RA 544 defines the scope of civil engineering practice as consultation, design, preparation of plans, specifications and estimates, and the erection, installation and supervision of construction of streets, bridges, highways, railroads, airports and hangars, port works, canals, river and shore improvements, lighthouses and drydocks; buildings and fixed structures for irrigation, flood protection, drainage, water supply and sewerage works; demolition of permanent structures; and tunnels.

The same section adds something students overlook: teaching professional civil engineering subjects in a BSCE curriculum, or a subject in the civil engineering licensure examination, is itself considered practice of civil engineering.

In employment terms that translates into design offices, contractors and construction management, government infrastructure agencies and local engineering offices, materials testing and quality assurance, project management, and increasingly overseas work in construction-heavy markets. Is BSCE the Right Choice?

A few honest considerations.

The load is real. At a 171-unit minimum with CHED sample semesters in the low twenties, this is one of the heavier undergraduate programmes. Students coming from the STEM strand with solid calculus and physics have a materially easier first two years.

The licence is the point. Unlike some engineering-adjacent fields, civil engineering work is legally gated. You cannot seal drawings without registration, which means the board exam is not optional if you want the full scope of practice.

Specialisation choice compounds. Because the track appears on your diploma and shapes your electives, it also shapes your first job. Structural and construction management are the broadest markets; transportation and water resources are narrower but tied to sustained public infrastructure spending.
