TL;DR: BS Industrial Engineering is governed by CHED Memorandum Order No. 96, series of 2017, which sets a minimum of 164 credit units (114 technical, 50 non-technical), a 240-hour IE Industry Immersion worth 2 units, and a 3-unit capstone project. There is no PRC board exam for industrial engineering - the field is not among the Professional Regulation Commission's 46 Professional Regulatory Boards. What exists instead are two voluntary designations from the Philippine Institute of Industrial Engineers: Certified Industrial Engineer, by exam, and Professional Industrial Engineer, by portfolio review. PSA's 2024 Occupational Wages Survey put industrial and production engineers in the electricity and gas supply industry at ₱65,806 average monthly wage, against a ₱21,544 national average across all occupations.
Industrial engineering attracts a lot of students who want an engineering degree that leads into operations and management rather than into a laboratory or a construction site. The single fact most applicants are trying to confirm is whether the degree ends in a licence. It does not, and knowing that up front should change how you plan the four years - because in an unlicensed field, what you can show an employer matters more than what a certificate says.
Which CHED order prescribes BS Industrial Engineering?
CHED Memorandum Order No. 96, series of 2017 - "Policies, Standards and Guidelines for the Bachelor of Science in Industrial Engineering (BSIE) Program Effective Academic Year 2018-2019." It was promulgated by virtue of Commission en banc Resolution No. 788-2017 dated 24 October 2017, as an addendum to CMO 37, s. 2012, which put engineering programmes on an outcomes-based footing.
CMO 96 describes the programme as preparing students for a career "including a leading role in the design, improvement, and installation of integrated systems of people, materials, information, equipment, and energy," with specialised knowledge in the mathematical, physical and social sciences combined with engineering analysis and design.
Because the policy is outcomes-based, CHED fixes the outcomes and a minimum curriculum, then leaves schools room to build their own route. Everything below is a national floor.
Is there a PRC board exam for industrial engineering?
No, and it is worth being precise about why.
The Professional Regulation Commission publishes a list of 46 Professional Regulatory Boards. Aeronautical Engineering, Agricultural and Biosystems Engineering, Chemical Engineering, Civil Engineering, Electrical Engineering, Electronics Engineering, Geodetic Engineering, Mechanical Engineering, Metallurgical Engineering, Mining Engineering, Naval Architecture and Sanitary Engineering are all on it. Industrial Engineering is not. There is no industrial engineer licensure examination, no PRC certificate of registration for the field, and no legal requirement to hold one before working as an industrial engineer.

What certification exists instead?
The Philippine Institute of Industrial Engineers (PIIE), through its Industrial Engineering Certification Board (IECB), runs a two-tier voluntary certification scheme:
- Certified Industrial Engineer (CIE) - awarded through an examination process.
- Professional Industrial Engineer (PIE) - awarded through a points-based assessment of documented work experience, endorsements and continuing professional development, not a written board exam. IECB's PIE Level 1 guidelines describe it as recognising "experienced industrial engineers who have demonstrated advanced competence and professional practice beyond entry-level standards," typically with around seven years or more in IE roles, and note that the designation is renewed periodically.
IECB's own document is unambiguous about status: PIE "is not a Philippine government license like the Professional Regulation Commission (PRC) board exams. Rather, it's a professional certification endorsed by a major engineering organization in the country (PIIE)." Employers may or may not weigh it. Nothing stops you practising without it.
How the 164 units break down

Note the direction of the constraint. Where some engineering PSGs set a ceiling, CMO 96 sets a floor: schools may add courses "as long as the total units for the whole program shall not be less than 164 units, including P.E., and NSTP." Expect real programmes to run above 164.
The maths and science load is real
A common assumption is that BSIE is the light-maths engineering option. CMO 96's own numbers say otherwise:
- Mathematics (9 units): Calculus 1, Calculus 2, Differential Equations.
- Natural and physical sciences (8 units): Chemistry for Engineers and Physics for Engineers, both with laboratory.
- Basic engineering sciences (15 units): Computer-Aided Drafting, Computer Fundamentals and Programming, Engineering Mechanics, Engineering Economics, Basic Occupational Safety and Health, Technopreneurship 101.
What is genuinely different is the allied block. CMO 96's 18 units of allied courses are Principles of Economics, Financial Accounting, Managerial Accounting, Thermodynamics, Elementary Electrical Engineering and Environmental Science. Two accounting courses and an economics course is unusual for an engineering degree, and it tells you where the programme is pointed.

On top of that, three Industrial Engineering Electives at 3 units each. The elective slots are where schools differentiate - lean manufacturing, Six Sigma, simulation, human factors, data analytics - so ask what is actually offered rather than assuming.
The immersion and the capstone
IE Industry Immersion is listed at 240 hours of field work for 2 credit units. IE Capstone Project carries 1 lecture hour and 6 field-work hours for 3 units. Together they are the practical spine of the degree, and in an unlicensed field they are also your main evidence of competence when you start applying for jobs. Treat the immersion host company and the capstone topic as career decisions, not as boxes to tick.
What industrial engineers actually do
CMO 96 lists the careers it is preparing graduates for, in its own words: customer service engineer or manager; educator; ergonomist; logistics and supply chain manager; management systems engineer or consultant; methods engineer; manufacturing engineer or manager; operations engineer or manager; operations research analyst; planning engineer; project engineer or manager; quality assurance engineer or manager; research engineer; systems analyst, engineer or designer; and technopreneur.
The memorandum also names the allied fields for faculty purposes - mechanical engineering, manufacturing engineering, engineering management, statistics, business administration, computer science, and electrical and electronics engineering - which is a fair sketch of the neighbourhood BSIE graduates compete in.
In the Philippine labour market that has translated most visibly into manufacturing and semiconductor plants, business process outsourcing operations, logistics and third-party fulfilment, retail and FMCG supply chains, banking operations, and process-improvement or continuous-improvement teams inside large firms.
What the wage data shows
The Philippine Statistics Authority's 2024 Occupational Wages Survey samples formal establishments with 10 or more employees and reports by occupation within industry:

Industrial and production engineers in the utilities sector placed tenth on PSA's list of highest-paid occupation-industry pairings. Two cautions: it is one industry, and PSA measures the occupation, not the degree - a BSIE graduate working as a supply chain analyst or a BPO operations manager is counted somewhere else entirely. Fresh-graduate pay is below these averages.

What BS Industrial Engineering costs
There is no national tuition figure, and we are not going to guess one. State universities and colleges charge no tuition to qualified students under the Universal Access to Quality Tertiary Education Act. Private schools publish their own rates each academic year. BSIE is lighter on laboratory fees than chemical or mechanical engineering but still carries drafting, computing and safety laboratory components under CMO 96, so ask for the full schedule of fees rather than tuition alone.
Questions worth asking before you enrol
- What is the school's actual unit total? CMO 96's 164 is a minimum. Some programmes run well above it.
- Which IE electives run this year? Three elective slots out of 64 professional units is where specialisation happens.
- Is the immersion arranged by the school? A 240-hour placement you have to source yourself is a different proposition from one the department arranges.
- Does the department have PIIE links? Since there is no board exam, student-chapter activity, CIE-track support and industry partnerships are the substitutes.
- How is the capstone assessed, and with which industry partners? In an unlicensed field this is your portfolio piece.
