TL;DR: "Best engineering school" is a malformed question, because there is no engineering board exam. PRC runs a separate licensure examination per discipline — civil, mechanical, electronics, chemical and the rest — on separate dates, with separate boards and separate passing standards. A school that dominates one may be unremarkable in another. What you should do instead: pick your discipline, then read PRC's Performance of Schools table for that exam, which PRC is required to publish under Section 7(m) of RA 8981. Two things to know while you do it: read first-time takers rather than combined rates, and know that CHED can phase out a programme that underperforms across a three-year window. On cost, every state university here charges ₱0 in tuition under RA 10931.
Introduction
The Philippines needs engineers, and choosing where to train matters. But almost every "top engineering schools" list, including the earlier version of this page, makes the same category error, and it is worth fixing before you use any of them.
There is no single engineering licensure examination. PRC administers separate exams for civil engineers, mechanical engineers, electronics engineers, chemical engineers, electrical engineers, geodetic engineers, sanitary engineers and more. Different boards, different dates, different subject weightings, and — under Section 7(h) of RA 8981 — not necessarily the same passing standard, since for some professions the bar sits in the profession's own statute and for others in a board resolution.
That means a school-level passing rate only exists per discipline. A blended "engineering performance" figure is not a measurement of anything. And a school with an outstanding civil engineering record may be middling in electronics, because those are different departments, different faculty and different curricula that happen to share a building.
So this guide does two things. It explains how to read the real data for your discipline, and it gives you a shortlist of institutions worth looking up — without inventing a percentage for any of them.
Why This Guide No Longer Prints Per-School Percentages
An earlier version of this page carried a table of school-level board results and a comparison grid with entries like "95-100% across disciplines" and "near 100% consistently."
Those have been removed. Some of the underlying figures may well have been accurate for the cycle they described, but they could not be traced back to a specific PRC Performance of Schools table, they mixed disciplines and cycles in a single cell, and — in reviewing this cluster of pages — we found a school-level claim on a sister page that PRC's own release flatly contradicted. Rather than restate numbers we cannot stand behind, we have removed them and are showing you how to get the real ones. It takes about fifteen minutes per school.
How to Read PRC's Engineering Data
The data exists because the law requires it
Section 7(m) of Republic Act No. 8981, the PRC Modernization Act of 2000, requires the Commission "to monitor the performance of schools in licensure examinations and publish the results thereof in a newspaper of national circulation." Section 7(n) adds a mandate to rate universities and colleges on passing ratio and overall board performance.
That is why a Performance of Schools list accompanies every examination release on prc.gov.ph. It is a statutory obligation, not marketing. Everything downstream — review centres, results aggregators, ranked listicles — is a republication, sometimes accurate and sometimes not.
Read first-time takers, not the combined rate
This is the single most important distinction on any performance list. A combined figure includes repeaters who may have graduated years earlier, reviewed somewhere else, or studied at a different school entirely. It tells you less about the programme currently running.
CHED itself uses the narrower basis: CMO No. 15, s. 2017 provides that institutional passing averages for programmes facing phase-out consider ratings of examinees who took the licensure examination for the first time. When a school advertises a rate, check which one it is quoting.
Read a trend, not a cycle
One strong year is noise — a small cohort, a favourable repeater mix. CHED reads a three-year window when it assesses a programme, and so should you.
Know that CHED can close a programme
This is the part applicants rarely hear. Several CHED programme standards attach sanctions directly to sustained licensure underperformance, escalating from a warning with a monitoring visit, through probation for phase-out, to phase-out with admissions stopped. The practical consequence: a programme with a persistently poor passing rate is not merely a weaker education, it is a programme that can be closed while you are enrolled.

Correct one common error while you are here. You will see UP engineering tuition quoted at a per-unit rate "under the free tuition law." That is contradictory. RA 10931 makes tuition and other school fees zero for eligible Filipino undergraduates at state universities; the per-unit figures still circulating predate it. The barrier at UP, MSU-IIT and PUP is admission, not cost.
How to Choose the Right Engineering School
Pick the discipline before the school. Everything else follows from this. Civil, mechanical, electronics, chemical and electrical engineering are different degrees leading to different licences and different careers, and school strength does not transfer between them. Decide first, then compare.
Check PRC's Performance of Schools for that discipline, first-time takers, three cycles. That is the whole of the evidence-based part of this decision, and it is free.
Check whether the programme is under any CHED sanction. Ask the college directly whether the programme has received a warning, been placed on probation for phase-out, or had admissions restricted. It is a fair question and the answer is consequential.
Evaluate laboratory facilities in person. Engineering is a hands-on degree. Visit and inspect the labs, workshops and computing facilities, and ask how many contact hours a student actually gets in each per term. Equipment that exists is not the same as equipment students use.
Ask about the internship pipeline. Where the school places its interns, and whether it places them at all or leaves students to find their own, varies enormously and shapes your first job more than most course content.
Compare cost honestly — several of the strongest options are free. UP, MSU-IIT, PUP, Batangas State and UP Los Baños all charge ₱0 in tuition under RA 10931. If you are weighing one of those against a private school, the private school needs a specific justification.
Look at research output only if you need it. If you are heading for graduate study or R&D, active research groups matter. If you are heading for practice and a licence, board performance and lab access matter more.
