Average Cost of College in the Philippines: The Figures Schools Actually Publish

TL;DR: There is no honest single "average" for Philippine college, because the two ends of the distribution are ₱0 and ₱204,984 a semester — and because most schools do not publish fees at all. What you can build a budget from are the schools that do publish. Tuition is ₱0 at state and local universities under RA 10931. Ateneo publishes about ₱136,609 a semester for SY 2027-2028. De La Salle bills ₱74,000–₱96,000 a trimester at ₱4,175 per unit. UST first-term totals run about ₱48,000–₱92,000 by college, at ₱1,959 per lecture unit. STI branches range from about ₱15,000 to ₱60,000 a semester. This guide gives you those anchors and a method, rather than a made-up average.

Introduction

When Filipino families ask "magkano ang college?" they want one number. This guide is going to refuse to give one, and it is worth explaining why before you read further.

Philippine college tuition does not have a meaningful average. At one end, RA 10931 makes tuition literally zero at state and local universities. At the other, a UERM medical semester is ₱204,984. Between them sit hundreds of institutions, and most of them do not publish their fees anywhere. An "average" computed across that is not a measurement of anything; it is a number that will be wrong for every individual reader.

So instead of averages, this guide gives you two things: anchor figures from schools that publish real schedules, and a method for pricing your own specific case. That is genuinely more useful, and it has the advantage of being true.

The One Figure You Can State Without Asking Anyone: ₱0

Under Republic Act 10931, the Universal Access to Quality Tertiary Education Act, tuition and other school fees are free for eligible Filipino undergraduates at:

  • State universities and colleges (UP, PUP, TUP, Mindanao State University, and the rest)
  • CHED-recognised local universities and colleges (PLM and the other city-run institutions)
  • State-run technical-vocational institutions

That is not a discount or a subsidy applied for case by case; it is the default at those institutions. PUP is the clearest illustration — it charged around ₱12 per unit from 1979 until the law made it zero.

What the law does not cover: books, transport, food, housing, and some incidental costs. And it does not reach postgraduate degrees. Our medical school tuition guide documents the consequence: RA 10931 section 6(a)(1) excludes anyone who already holds a bachelor's degree, which is every MD entrant, so medicine is not free even at UP or WVSU.

On top of free tuition, Section 4 of UniFAST Memorandum Circular No. 01, series of 2026, sets the Tertiary Education Subsidy at ₱20,000 per academic year for students in SUCs and CHED-recognised LUCs and ₱27,000 per academic year in private institutions, with ₱10,000 more per year for a student with a disability and a one-time ₱8,000 reimbursement for licensure exam takers.

Two things to take from that table.

First, the calendar matters. Ateneo runs two semesters, La Salle three trimesters. A single La Salle term bill looks smaller and is paid more often. Always convert to an annual figure before comparing — Ateneo lands at roughly ₱273,000 a year on its SY 2027-2028 estimate, La Salle at roughly ₱222,000-₱288,000 for AY 2026-2027.

What About Everywhere Else?

Most Philippine colleges publish nothing. Our own research passes across Cebu private schools, Manila private universities and medical schools all found the same pattern: of the ten medical schools most often compared, only four publish fees at all.

This is why we are not printing a table of per-course tuition ranges. Such tables circulate widely, look authoritative, and are not traceable to any school's schedule. A family that budgets from one and then meets the actual assessment has been misled by a number that was invented.

Do this instead. Ask the school's finance or admissions office for the schedule of fees — not "how much is tuition," which invites a partial answer. A proper schedule of fees gives you the per-unit tuition rate, the flat miscellaneous fees per term, and the laboratory or other fees charged per subject. With your programme's unit load from the curriculum, you can then compute your own figure exactly.

How Course Choice Changes the Bill

What you study moves the number as much as where you study, and the published schedules show the mechanism rather than just the effect:

  • Laboratory and studio units cost double. At UST, a lecture unit is ₱1,959 and a laboratory or studio unit is ₱3,918 — exactly twice. That single rule explains most of the gap between an education degree and an engineering or science degree at the same school.
  • Some colleges get their own rate. At De La Salle every college pays ₱4,175 per unit except Education at ₱3,500. That discount is a deliberate institutional choice, not a market outcome.

Living Expenses

Living costs frequently exceed tuition for a student studying away from home — and unlike tuition, no institution publishes them.

We are not going to invent a monthly range. The honest method is to build your own from three real quotes rather than a national estimate:

  1. Accommodation. Get actual current prices from two or three dormitories or boarding houses near the specific campus. This is the largest and most locally variable line, and a figure from a listicle is worthless against a real quote.
  2. Transport. Work out the actual route from your accommodation to campus and price the daily fare. If you can live within walking distance, that line disappears entirely.
  3. Food. Ask current students at that campus what they spend. Canteen prices differ substantially between institutions.

How to Reduce the Cost of College

  • Apply to a SUC or LUC first. ₱0 tuition beats every discount any private school can offer. The constraint is admission, not money. Browse free colleges in Manila.
  • Apply for TES on top of free tuition. ₱20,000 a year at an SUC or LUC, ₱27,000 at a private institution, per UniFAST MC 01 s. 2026.
  • Chase the full scholarships, not just the discounts. De La Salle's Star Scholars waives 100 per cent of tuition, miscellaneous and laboratory fees and adds an ₱18,000 monthly stipend.   • Live at home if the option exists. For most students this saves more than any tuition difference between comparable schools.
  • Read the per-unit rate, not the headline. Since tuition is per unit, your load drives your bill. Understand how your school treats dropped units before you drop any.
  • Ask what full payment saves. Many schools discount full payment rather than charging interest on instalments, which amounts to the same thing seen from the other side.

Do tuition fees increase every year?

Not automatically. Both Ateneo and De La Salle held tuition flat for AY 2026-2027, and DLSU's published AY 2026-2027 figures are identical to AY 2025-2026 college for college. Increases are common but they are decisions, not a law of nature. Check the school's current published schedule rather than assuming a percentage.
