TL;DR: Remote enrollment is not a pandemic leftover — it is written into DepEd Order No. 017, s. 2025 (Revised Basic Education Enrollment Policy), which recognises three modes: in-person, online (digital BEEF sent to the school official email or an authorised messaging platform) and drop-box. Returning learners in Grades 2-6, 8-10 and 12 who already have an LRN submit only a confirmation slip, not the whole form. Early registration runs from the last Saturday of January to the last Friday of February. Enrollment in public schools is free, and a missing PSA birth certificate is not a valid reason to turn a child away.
Introduction
Enrollment queues have not disappeared, but you no longer have to stand in one. The rules that govern how Philippine schools take enrollments were rewritten in DepEd Order No. 017, s. 2025, signed 13 June 2025, which applies from SY 2025-2026 onward and replaces the patchwork of older enrollment memoranda.
That order matters because it settles arguments. It says in writing which modes of enrollment a public school must accept, which learners need the full form and which do not, what happens when a document is missing, and what a school may not charge for. Most of the enrollment advice circulating online predates it.
This guide walks through remote enrollment for public and private schools using the order as the reference, and flags the points where private schools are allowed to set their own extra conditions.
The three enrollment modes DepEd recognises
DO 017, s. 2025 names three ways a learner can be enrolled. A public school is expected to make all of them workable.

The order defines "remote enrollment" plainly as registering a learner without face-to-face interaction. Both online and drop-box submissions fall under it.
Two practical consequences. First, if a school tells you online enrollment is not available, the order says otherwise — schools are directed to make the digital forms downloadable from DepEd Central Office, Regional Office, Schools Division Office and school websites, and from the LIS support page. Second, the messaging-platform route is legitimate only when the school has authorised that channel. A random Messenger account is not the school official channel; ask which one is.
The form you actually need
Basic Education Enrollment Form (BEEF) — Annex B
The BEEF is the standard enrollment form. It is required for:
- Incoming Kindergarten, Grade 1, Grade 7 and Grade 11 learners
- Transferees and first-time entrants to basic education, including out-of-school children, youth and adults
- Learners of legal age enrolling themselves
Confirmation slip — Annex C
This is the part most guides get wrong. Learners in Grades 2-6, Grades 8-10 and Grade 12 who already have an account in the Learner Information System — meaning they already have an LRN — are only required to accomplish and submit a confirmation slip. Not the full BEEF. This holds whether you enroll in person, by email or through a drop box.
Balik-aral learners — those returning after a year or more away — are directed simply to submit their SF 9 report card to the school of their choice.
Neither form may be sold to you. DO 017, s. 2025 states the forms are not for sale and may be duplicated solely for enrollment, and schools may translate them into the local language.
The Learner Information System, in plain terms
The Learner Information System (LIS) at lis.deped.gov.ph is DepEd internal registry of learners. It is not a parent portal and there is nothing for you to log into — schools use it, you do not.
What it does that affects you:
- It holds each learner Learner Reference Number (LRN), which stays with the child across the whole of basic education and across school transfers.
- Schools encode early registration data into the LIS Early Registration Facility, then enrollment data into the Beginning of School Year (BOSY) module from the first week of classes.
- Its Tracking/Transfer facility is how a receiving school pulls a transferee record from the originating school. DO 017, s. 2025 tells the receiving adviser, through the school head, to have the SDO planning officer verify the learner history first, precisely to stop duplicate LRNs being issued.
- If a learner comes from an international school not registered in the LIS, the receiving school issues the LRN on acceptance.

Early registration: the dates are fixed
DepEd runs early registration before each school year for incoming Kindergarten, Grades 1, 7 and 11, transferees into public schools, out-of-school children and youth, and prospective ALS learners.
- When: from the last Saturday of January to the last Friday of February each year, or on a schedule the Department sets. A Schools Division Office may extend it.
- Who is covered: the entrant grade levels above. Learners already continuing into Grades 2-6, 8-10 and 12 are treated as pre-registered and do not need to do anything at this stage.
- What it is not: early registration does not guarantee official enrollment. The order says so directly. It is a projection exercise so schools can plan sections, teachers and rooms.
No fees may be collected during early registration either.
Enrolling remotely in a public school, step by step
1. Find out which channel the school authorised
Check the school website or official social media page for the enrollment email address, the authorised messaging platform, or where the drop boxes are placed. Schools Division Offices publish these too.
2. Get the right form
Download the BEEF or the confirmation slip from the DepEd Central Office, Regional Office, SDO or school website, or the LIS support page. If you are using a drop box, printed copies are available where the boxes are placed.
3. Prepare only the documents that apply
For a first-time entrant:
- PSA birth certificate — or one of the accepted substitutes below
- Latest SF 9 report card, if the learner has attended school before
- Anything the school specifically asks for in its own instructions
For a continuing learner with an LRN: the confirmation slip, and that is largely it.
4. Submit
Email the completed form and scans to the official address, send them through the authorised messaging platform, or drop the printed set into the school box. The School Enrollment Focal Person collects drop-box submissions and passes them to grade-level coordinators and advisers, who encode them into the LIS.
5. Confirm
Follow up by phone if you have heard nothing within a week. Enrollment is only official once the school has encoded the learner in the LIS BOSY module — a sent email is not, by itself, an enrollment.
Documents: what a school may and may not insist on
This is where families get stuck, and where the order is most useful.
The birth certificate is submitted once. DO 017, s. 2025 states that a learner submits a birth certificate only once throughout K to 12. If a later school asks again, the record should be coming from the LIS and the previous school, not from you.
If the PSA or NSO copy is not available at enrollment, any of these may be submitted instead, with the PSA copy to follow:
- National ID or another primary government ID (driver licence, passport, postal ID)
- Certificate of Live Birth from the Local Civil Registry
- Marriage certificate
- PhilHealth ID
- PWD ID
- Barangay certification establishing the child name, date of birth, sex and parents' names
- Affidavit of undertaking executed by the parents
- Certificate of Foundling issued by the PSA or NSO, where the learner is a foundling
- Baptismal certificate
The deadline for producing the PSA copy is 31 October of the current school year.
Transferees submit the SF 9 report card signed by the school head, or a certification from the registrar stating the last grade level completed. Records requests follow DO 54, s. 2016. A learner who cannot yet produce them is classed as temporarily enrolled — still in school, not turned away.
Unpaid balances at a former private school do not block a public school enrollment. The receiving public school is instructed to accommodate the learner and assist with an affidavit of undertaking; the originating private school is asked to act on the transfer request within 30 calendar days of electronic notification through the LIS.
Enrolling online in a private school
Private schools generally run more polished portals, and the order explicitly allows them to set additional admission conditions of their own. A typical sequence:
- Admissions page. Requirements, calendar, fee schedules and contact details.
- Create an account on the school enrollment platform, complete the application and upload documents.
- Upload documents. Commonly the PSA birth certificate, latest SF 9, a certificate of good moral character, an ID photo, and for religious schools a baptismal certificate.
- Pay the application fee, usually by bank transfer, e-wallet, card or over-the-counter.
- Assessment, where required — some schools run online entrance tests or video interviews.
- Confirm and pay the reservation or enrollment fee, choose a payment plan, download the confirmation.
Private schools are also part of the LIS. They encode BEEF data into the BOSY module like public schools do, which is why your child LRN follows them into and out of a private school.
If cost is the deciding factor, check whether the school participates in the ESC grant for junior high or the SHS Voucher Program for Grades 11-12 before you commit.
Practical tips
- Scan early, scan legibly. Blurry documents cause the delays, not the internet.
- Keep one folder with the birth certificate, latest SF 9, IDs and proof of address, in both digital and printed form. You will reuse it for vouchers and scholarships.
- Ask which channel is official. Put it in writing and keep the reply.
- Save every acknowledgement. Screenshots of sent emails, payment confirmations, drop-box receipts.
- Check your spam folder. Add the school address to your contacts before enrollment opens.
- Authorise a representative in writing if you cannot appear for anything physical.
- OFW parents: name a local guardian. Remote enrollment covers the paperwork; someone still needs to be reachable locally during the year.
- Do not pay anyone to enroll your child in a public school. There is no fee, and the forms are free.
