Most Philippine graduate students are already working. Universities know this, which is why so many graduate classes run in the evening or at weekends, and why the country has open university systems built specifically for working adults.
The hard part is not getting in. It is the last third of the degree, when coursework ends and everything depends on time you cannot put on a timetable.
The formats that exist
There are four realistic shapes for graduate study around a job, and they are not equally available in every field.
Evening classes on campus. The most common arrangement. Departments schedule graduate courses after office hours — UP Diliman's Department of Psychology, for instance, notes that its graduate classes are typically scheduled from 5.30 to 8.30 in the evening on weekdays. Works if you live close to campus and your job ends predictably.
Weekend programmes. Business, education and public management programmes frequently run Saturday sessions, sometimes with occasional weekday evenings. Better for people commuting from outside the city, worse for anyone whose weekends are their only recovery time.
Modular and blended delivery. PUP's Open University System describes its delivery as "blended learning, modular instruction, and online platforms, allowing learners to study at their own pace," aimed at "working professionals, adult learners, and underserved sectors." Modular means content arrives in self-contained blocks rather than weekly lectures.
Full distance education. UP Open University is the established Philippine example, running graduate programmes entirely at a distance. Applications go through its Office of the University Registrar and require the standard graduate documents plus two letters of recommendation and a 500-word essay on why you are applying to distance education programmes and what you plan to do afterwards.
CHED recognises distance education as a legitimate mode of graduate delivery under Memorandum Order No. 15, series of 2019, which defines it as delivery "whereby teacher and learner are geographically separated," typically online but possibly "by print-based modules or by mobile phone."
There is a catch worth checking. CMO 15 restricts which institutions may offer graduate programmes by distance education: only HEIs with Center of Excellence or Center of Development status in the discipline, international accreditation in the corresponding graduate programme, or at least Level III programme accreditation from a CHED-recognised accrediting agency. A distance master's from an institution without that standing is a risk. Verify before you pay.

Study leave: what you can actually claim
This is the part most working students never investigate, and for two large groups of Filipino employees it is a statutory or regulatory entitlement rather than a favour.
Public school teachers
Section 24 of Republic Act No. 4670, the Magna Carta for Public School Teachers, is explicit. Teachers in public schools "shall be entitled to study leave not exceeding one school year after seven years of service," granted according to a schedule set by the Department of Education. During that leave they "shall be entitled to at least sixty per cent of their monthly salary."
The Act then adds three conditions that matter:
- No teacher may accumulate more than one year of study leave, "unless he needs an additional semester to finish his thesis for a graduate study in education or allied courses."
- No compensation is due after the first year of such leave.
- The compensation for the one-year leave is "subject to the condition that the teacher takes the regular study load and passes at least seventy-five per cent of his courses."
Study leave of more than one year may be permitted by the Secretary of Education, but without compensation. In all cases the study leave period counts for seniority and pension purposes.
That thesis-semester clause is unusually thoughtful drafting, and it tells you something: the law's authors expected the thesis to be where teachers got stuck.
Government employees generally
Outside DepEd, government HR units implement a Civil Service Commission study leave benefit. As published by government HR offices, it is time off from work with pay not exceeding six months, intended to help qualified officials and employees prepare for bar or board examinations or complete a master's degree, with shorter caps applied where the purpose is only comprehensive examination or only thesis writing.
The conditions attached are typical: a minimum period of prior service with at least very satisfactory performance, no pending administrative or criminal charges, no concurrent scholarship grant, and a fellowship agreement or contract with the agency, often with a suretyship agreement and a service obligation afterwards.
One honest caveat. Agencies cite different CSC issuances for this benefit, and the circular numbers quoted in HR documents do not always agree. Do not argue from a number you found online. Ask your HR unit for the specific issuance your agency applies and the current caps.
Private sector
There is no general statutory study leave in Philippine private employment. What exists is company policy: tuition reimbursement, flexible scheduling, or paid study days, usually in exchange for a service commitment. If your employer offers it, get the service obligation and the refund basis in writing before you accept, because that agreement is the whole of your protection.
Where working students actually fail
Three failure points recur, and none of them is intelligence.
The first-term overload. People enrol at a load that looks reasonable on paper and discover that a three-unit graduate course carries far more reading than a three-unit undergraduate one. Take fewer units than you think you can handle in term one. You can always add in term two; you cannot un-fail a course.
The thesis cliff. Coursework has structure — a syllabus, deadlines, a room you have to be in. A thesis has none of that. The moment your last course ends, the only thing holding your degree together is your own scheduling, plus an adviser whose calendar is not yours.
This is worse than it used to be. Under CMO 15 s. 2019, students on the MSc/MA academic track and by research are required to have a publication in a refereed journal or juried creative work. A journal review queue is not something you can plan around. The funding-versus-work conflict. The best-funded Philippine graduate scholarships are full-time awards that forbid employment outright. DOST-SEI's ASTHRDP conditions state the scholar "must not be employed or practicing his/her profession while on scholarship." If you cannot stop earning, those are not options for you, and the funding you should be chasing is part-time schemes, employer support, or institutional assistantships instead. A workable plan
If you are going to do this, decide these five things before you enrol, not during your second semester.
- The track. Thesis or non-thesis. Choose on the basis of what you need the degree to do and how firm your completion date has to be.
- The format. Evening, weekend, modular or distance. Match it to your actual commute and your actual work pattern, not the version of your week you wish you had.
- The load. Get the university's part-time cap, then go below it for the first term.
- The money. Employer support, part-time scholarship, or self-funded. Settle the service obligation question before you sign anything.
- The exit. Know the university's maximum period of completion and its leave-of-absence rules. Life interrupts graduate degrees, and knowing whether you can pause without losing credits is worth more than any productivity system.

The short version
The infrastructure for working graduate students in the Philippines is genuinely good — evening classes, weekend cohorts, modular delivery, and two open university systems built for adults with jobs. Public school teachers have a statutory study leave with partial pay, and government employees have a CSC study leave benefit with a service obligation attached. Private-sector workers have whatever their employer's policy says and nothing more.
What none of that solves is the thesis. If your job is demanding and your finish date matters, choose the track accordingly and stop treating the research route as the more respectable option. It is a different degree with a different purpose, not a better one.
