Private School Tuition in Cebu 2026 — What Schools Publish

TL;DR: Only a handful of Cebu private schools publish a full fee schedule. Cebu International School does: its SY 2025-2026 sheet runs from ₱550,676 plus $1,124 for the earliest years to ₱1,041,668 plus $3,705 for Grades 11-12 for returning students. Government subsidies in Cebu are set by law rather than guesswork — because Cebu City, Mandaue and Lapu-Lapu are highly urbanised cities, the ESC grant there is ₱11,000 a year and the Senior High School voucher up to ₱20,000, against ₱9,000 and ₱17,500 in the rest of the province.

What this guide changed

An earlier version of this page carried a tier table with peso ranges for a dozen Cebu schools. Those ranges could not be traced to anything the schools published, so they have been removed rather than softened into vaguer ones.

What replaces them is narrower and more useful: the figures that are genuinely on the record, the subsidy amounts fixed by DepEd issuance, the rules that constrain what a school may charge, and a method for getting any specific school's real number quickly.


The one Cebu fee sheet that is fully published

Cebu International School publishes a complete fee sheet with a dollar component and a peso component. Its SY 2025-2026 schedule:

The peso figure is not tuition alone. It combines a tuition fee, a development fee and — for new students — an entrance fee, which is what produces the gap between the returning and new columns. Grades 11-12 tuition alone is ₱704,372, with ₱337,296 in development fee and ₱322,050 entrance fee for new entrants. New students also pay a ₱12,000 application fee.

The school allows families to pay the dollar component in pesos at the BSP exchange rate of the day, and tuition may be paid in full or quarterly. We do not publish a converted peso total for the dollar portion, because that number moves with the exchange rate and is not a price the school charges.

Note the school year: this is the most recent sheet CIS has published. Ask admissions whether a newer one exists before budgeting.

The schools where you have to ask

Cebu's other well-known private institutions do not post a comparable public fee sheet, so this guide names them without attaching a number: University of San Carlos, University of San Jose-Recoletos, Cebu Institute of Technology – University, Southwestern University PHINMA, Velez College, Sacred Heart School – Ateneo de Cebu and Bright Academy.

Each of them will send you a current schedule of fees on request. Because the universities among them price per unit and per college, and the basic education schools price per grade level, a single institution-wide figure would be misleading even if one existed. Ask for the programme and year level you actually need.


What the government pays toward private school in Cebu

This is where Cebu-specific numbers are firm, because DepEd Order No. 011, s. 2026 (Revised E-GASTPE Guidelines) fixes them by location tier. Cebu City, Mandaue City and Lapu-Lapu City are highly urbanised cities; the rest of Cebu province falls in the third tier.

The amount received in Grade 7 stays the same across the full four-year term. If the school's declared total fees are lower than the grant, only the total fees are paid.

Categories A to D are priority applicants processed by the participating school during enrolment; Category E applies online through the Online Voucher Application Portal and is processed after the priority categories. The school is paid the lower of its total school fees or the maximum voucher amount, so at a school charging under ₱20,000 a year the voucher can cover the whole bill.

What a school may and may not do with fees

Section 42 of Batas Pambansa Blg. 232 leaves each private school to determine its own tuition and other school fees. Two constraints sit on top of that.

Consultation. Section 10 of RA 6728 (10 June 1989) requires that any proposed tuition increase be preceded by consultations with duly organised parents and teachers associations and faculty associations at secondary level, and with student councils, alumni and faculty associations at college level.

The 70% rule. Section 5(2) of the same Act requires that 70% of the amount allotted for tuition fee increases go to salaries, wages, allowances and other benefits of teaching and non-teaching personnel, excluding administrators who are principal stockholders.

Private schools must also secure approval for tuition and other school fees before collecting them, filing the supporting documents with their Schools Division Office. If a fee appears on your billing statement that was never consulted on, the SDO is the place to raise it.


Reading a Cebu fee schedule

Cebu schools split the bill the same way most Philippine schools do, and the tuition line is the smallest part of the story.

Tuition is the per-unit or per-term charge for instruction. It is the number schools advertise.

Miscellaneous fees cover library, laboratory, medical and dental services, registration, athletics and student insurance. They are charged whether or not you use the service.

Other fees cover registration, ID, energy, information development, student council dues, learning management systems and development or capital levies. At international schools the development fee is a separate five- or six-figure line, as the CIS table above shows.

Charges tied to a year level are the ones that break budgets. Laboratory charges, NSTP for first-year college students, hospital affiliation and Related Learning Experience for health sciences programmes, thesis or oral defence fees, and work immersion costs in Grade 12 appear in specific years only. A first-year figure systematically understates a four-year total.

Out-of-pocket costs — books, uniforms, supplies, transport and meals — sit outside the schedule of fees entirely.

Always ask for the total annual cost for the specific year level, not the tuition headline.


How to get any Cebu school's actual number, today

  1. Ask the registrar or finance office for the current Schedule of Fees for the exact programme and year level, plus the instalment schedule. Ask for it by that name — it is a document schools already have.
  2. Ask which line items are one-time. Entrance, matriculation, development and application fees are often first-year only, and they distort comparisons badly.
  3. Ask whether the school is ESC or voucher participating, and for which grade levels. If it is, and its fees are close to the subsidy amount, your net cost may be far lower than the sticker.
  4. Ask about discounts in writing. Full-payment, early-enrolment and sibling discounts are common, and the terms vary.
  5. Ask about the calendar. Under DepEd Order No. 009, s. 2026 public schools moved to a three-term calendar from SY 2026-2027; private schools may keep two semesters provided the prescribed instructional hours are met. That changes how many billing cycles you face.
  6. If the school quotes only a range, ask what would put you at each end. Usually it is programme, laboratory load, or year level, and you can pin it down.

Can a Cebu private school raise fees without telling parents?

No. RA 6728 requires consultation with duly organised parents and teachers associations before any proposed tuition increase at secondary level, and with student councils, alumni and faculty associations at college level. Seventy percent of any increase must go to staff salaries and benefits.

Are there instalment options?

Most Cebu schools bill by term with an instalment schedule, and many offer a discount for full payment. Ask the finance office for the instalment schedule in writing at the same time you ask for the schedule of fees — the two are usually on the same document.

Is Cebu cheaper than Manila?

For government subsidies the gap is measurable and small: an ESC grant is ₱13,000 in NCR against ₱11,000 in Cebu City, and the top voucher band is ₱22,500 against ₱20,000. For school fees themselves we have no verified like-for-like comparison and will not invent one.

When do Cebu schools release rates for the new school year?

Private schools must have tuition and other fees approved before collecting them, and submit their documentation to the Schools Division Office. Practically, call the registrar from the start of the early registration window in late January.
