Government Jobs After Civil Service Eligibility

TL;DR: Civil service eligibility clears one of four qualification standards. Getting appointed is a separate process: the agency publishes the vacancy (at least 10 calendar days for national agencies, SUCs, and chartered GOCCs; at least 15 for LGUs), you apply directly to that agency with a Personal Data Sheet and supporting documents, the Human Resource Merit Promotion and Selection Board screens applicants and recommends the top five, and the appointing authority picks from those five. Vacancies are published on the CSC Job Portal at csc.gov.ph/career as well as on agency boards and websites. The salary grade in the posting maps to a fixed monthly rate in DBM National Budget Circular No. 601, which starts at PHP 14,634 for Salary Grade 1, Step 1.

The most common thing people get wrong about government hiring is thinking the eligibility is the finish line. It is not. It is one of four qualification standards, sitting alongside education, training, and experience, and clearing it puts you in the applicant pool rather than in a job. The CSC says so plainly in its own guidance on the job portal: meeting the requirements does not guarantee a permanent appointment.

Match Your Eligibility to the Right Level First

Career service positions sit in three levels under Section 8, Book V of Executive Order No. 292, and every eligibility is tied to a level. The 2017 Omnibus Rules on Appointments and Other Human Resource Actions set the matching rule:

  • First level eligibilities are appropriate for appointment to first level positions only.
  • Second level eligibilities are appropriate for appointment to second level and first level positions.
  • Neither applies to positions covered by bar, board, or other special laws, or to positions requiring a licence, such as those under Category IV of CSC Memorandum Circular No. 11, s. 1996.

There is a further rule worth knowing before you apply for anything in a regulated profession: eligibilities from passing the bar or a board examination are required for appointment to positions whose duties constitute the practice of that profession. A Career Service Professional eligibility does not substitute for a nursing or engineering licence in a position that involves practising it.

Third level positions are in the Career Executive Service, and entrance there is prescribed by the Career Executive Service Board rather than by the Career Service Exam.

Where Vacancies Are Legally Required to Be Published

You do not have to rely on knowing someone. Publication is a legal requirement, and an appointment made without it can be invalidated.

Republic Act No. 7041, the 1991 law requiring regular publication of existing vacant positions in government offices, is the backbone. The 2017 Omnibus Rules spell out how it works in practice: vacant career service positions authorised to be filled, together with their qualification standards and plantilla item numbers, must be published and posted in three conspicuous places for:

  • at least 10 calendar days for national government agencies, state universities and colleges, and GOCCs with original charters, under RA 7041; and
  • not less than 15 calendar days for local government units, under Section 80(a), Title Three, Book I of the Local Government Code.

Two details from the same rules are useful to an applicant. First, a publication is valid until the position is filled but not beyond nine months from the date of publication; if nothing is issued in that window the agency must republish. Second, incorrect information in the publication — a wrong item number, position title, or qualification standard — is itself a ground for disapproving or invalidating the resulting appointment.

Some positions are exempt from publication and posting altogether: primarily confidential, policy-determining, and highly technical positions (which include faculty and academic staff of state and local colleges and universities, and scientific and technical positions in research institutions with established merit systems), coterminous and other non-career positions such as contractual and casual, reappointments to permanent status of Category II skilled positions, renewals for medical officer and specialist posts under the Hospital Residency Law, and positions filled by existing regular employees during a reorganisation.

The three places to actually look

  1. The CSC Job Portal, csc.gov.ph/career. Created under CSC Resolution No. 2000221, dated February 4, 2020, which requires national government agencies, local government units, and state universities and colleges to submit their lists of authorised first, second, and third level vacant positions to the concerned CSC Field Office. Listings carry the position title, place of assignment, plantilla item number, deadline, salary grade, and qualification standards, and can be filtered by title, agency, and region.
  2. The agency's own website and bulletin boards. The three-conspicuous-places requirement is met physically, so LGUs in particular often post to a bulletin board and a Facebook page before anything reaches a portal.
  3. CSC field office bulletin boards. Under the same resolution, the printed copy an agency submits is displayed at the CSC Field Office.

One caveat the CSC repeats: it does not accept applications. All applications and questions go to the hiring agency directly.

What You Submit

Agencies set their own document lists, but the core of a government application is standardised. The centrepiece is the Personal Data Sheet, CS Form No. 212 (Revised 2017), adopted through CSC Memorandum Circular No. 11, s. 2017 together with the Work Experience Sheet. It captures personal information, educational background, civil service eligibility, work experience, voluntary work, learning and development, and references, and it is the document your qualifications are formally assessed against.

Around it, expect an application letter addressed to the appointing authority, your eligibility certificate or rating, transcript of records or diploma, certificates of training, and a service record or certificates of employment for the experience you are claiming.

Two rules from the 2017 Omnibus Rules affect how you present experience:

  • Qualification standards must be met at the time the appointment is issued, not at the time you apply. Training you are still completing does not count.
  • Experience acquired in first level positions may count toward the experience requirement for second level positions, provided it was in the same occupational group or in functionally related positions. Relevant experience acquired through a formal designation covered by an office or memorandum order, or through full-time volunteer work certified by the HRMO, can also be credited.

How the Selection Actually Runs

Every agency operates under an approved Merit Selection Plan, and screening is done by a Human Resource Merit Promotion and Selection Board (HRMPSB). Its job, under the 2017 Omnibus Rules, is to assist the appointing authority in the judicious and objective selection of candidates and to recommend the top five ranking candidates deemed most qualified for the vacant position.

The appointing authority then assesses the board's recommendation and selects from among those five. The rules explicitly allow the appointing authority to appoint someone ranked higher than the next-in-rank employee, based on the comparative ranking of qualifications — so being next in line is an advantage, not an entitlement.

For promotions and transfers, a performance rating of at least Very Satisfactory in the last rating period is generally required. There is a notable exception: that rating is not required for promotion from a first level to a second level entry position, which is the single most common step for someone moving up after earning a Professional eligibility.

For local government department head positions, there is an extra step. The appointment requires the concurrence of a majority of all the members of the local sanggunian. The appointing authority must submit it within seven calendar days of issuance or the appointment is ineffective, and if the sanggunian does not act within 15 calendar days of submission the appointment is deemed concurred.

The Kinds of Appointment You Might Be Offered

Not every government job offer is a permanent one, and the difference matters for security of tenure and for whether the service is credited at all.

The temporary route is the realistic entry point for people who have the degree and the experience but not the eligibility yet. It is deliberately constrained: a temporary appointment will be disapproved or invalidated if the deficiency is in education, training, or experience rather than eligibility, except for hard-to-fill positions, positions provided by special law (medical officer and specialist posts, special science teachers, police officers, faculty), and other meritorious cases determined by the Commission. It will also be invalidated if issued to someone who actually meets all the requirements — you cannot be kept on temporary status when you qualify for permanent.

One hard rule that catches people who start as unpaid or informal help: services rendered without an appointment are not credited as government service and are not recognised by the Commission, with payment of salaries becoming the personal liability of whoever allowed the person to assume office.

What the Salary Grade in the Posting Means

Every plantilla item carries a salary grade, and that grade points to a fixed monthly rate that applies uniformly across agencies. The framework is Republic Act No. 6758, the Compensation and Position Classification Act of 1989, as updated by Executive Order No. 64, s. 2024.

The schedule in effect from January 1, 2026 is the Third Tranche Monthly Salary Schedule, published by the DBM in National Budget Circular No. 601. Each grade has eight steps. A sample of Step 1 rates:

Two things to read into that table. The jump from SG 10 to SG 11 is the widest at the lower end, and SG 11 is where most degree-holding entry positions land — including DepEd Teacher I. And the step increments within a grade are small, which means movement in government pay comes from changing grade, not from accumulating steps. Uniformed personnel are not on this table. The PNP, AFP, BFP, and BJMP are paid under a separate base pay schedule.

If You Are Aiming at DepEd or Teaching

Teaching posts run on their own hiring track. Applicants are ranked through a Registry of Qualified Applicants process rather than through a general agency vacancy posting, and the licence requirement follows the RA 1080 rule described above: a Professional Teacher licence is what qualifies you, not a Career Service eligibility. A Realistic Sequence

  1. Confirm which level your eligibility covers before you spend time on applications you cannot be appointed to.
  2. Set up a search routine across the CSC Job Portal plus the two or three agencies or LGUs you actually want, checking their own sites and boards. Postings expire in nine months and often much sooner.
  3. Keep a current PDS and a document folder. Deadlines in postings are short, and a scramble for a service record is what makes people miss them.
  4. Read the qualification standards line by line. Meeting three of four standards is a rejection, not a near miss.
  5. Treat a temporary appointment as an entry, not a trap — but know the 12-month limit and the single-renewal rule, and push for permanent status the moment you qualify.
  6. Do not accept work without a written appointment. It will not count.
