TL;DR: Most Metro Manila cities run a Local University or College (LUC). The common belief is that their free tuition is a city giveaway. It is not, or not only — Republic Act 10931 provides free higher education at CHED-recognised LUCs as well as at state universities, funded nationally. What the city controls is the institution and, crucially, who gets admitted. That is why residency rules are enforced at the application stage and why an LUC slot is competitive rather than merely free.
What Local Universities and Colleges Are
LUCs are tertiary institutions created and funded by a city or municipal government rather than by the national government. They exist to give that city's residents access to higher education, and they operate under the city's charter and its local ordinances.
They differ from State Universities and Colleges (SUCs) such as the University of the Philippines or the Polytechnic University of the Philippines, which are national institutions funded from the national budget. Where the two converge is funding for tuition. RA 10931, the Universal Access to Quality Tertiary Education Act, provides free higher education at SUCs and at CHED-recognised LUCs. For a student at a recognised LUC, tuition and other school fees are covered under the same national scheme that covers SUC students, not by a discretionary city discount that could be withdrawn at a council meeting.
The practical consequence is a useful one to internalise: the money is not the scarce thing at an LUC — the seat is.
The Residency Requirement
Because LUCs were built for a city's own residents, admission is where the city's priorities apply. The common pattern:
- You must be a bona fide resident of the city, proven by barangay certificate, voter registration, or utility bills in your or a parent's name.
- Some cities require a minimum period of continuous residency before the application date. The length varies by city and is set locally.
- A few LUCs admit a limited number of non-residents at lower priority.
- Graduating from a public high school within the city often strengthens an application.
None of this is uniform, and none of it is negotiable once set. Confirm the exact rule with the specific LUC's admissions office, in the year you are applying.
Pamantasan ng Lungsod ng Maynila (PLM)
PLM, the University of the City of Manila, is the oldest and most established LUC in the country. Founded in 1965 and located inside Intramuros, it has a long record of board examination performance in law, medicine, accountancy and engineering.
For admitted Manila residents, tuition is free. Students still meet minor costs such as ID, uniforms and books. Its catalogue spans medicine, law, accountancy and business, engineering and technology, nursing and allied health, and education, arts and sciences — confirm the current programme list and admission cycle with the university registrar.
Entry is through the PLM Admission Test (PLMAT), and it is competitive precisely because the tuition question is already settled.
University of Makati (UMak)
UMak is operated by the Makati city government and is known for industry-aligned programmes and dual-training schemes that place students in workplaces while they study. Entry is through the UMak admission test plus residency verification, with priority for graduates of Makati public schools.
One point worth stating plainly, because it confuses applicants: the campus sits in West Rembo, one of the barangays the Supreme Court ruled in 2023 falls under the territorial jurisdiction of Taguig. The university has continued to operate under the Makati city government. If you live in one of the affected barangays, do not assume your residency status for admissions purposes — ask UMak admissions directly and get the answer for the current cycle.
Quezon City University (QCU)
QCU is the LUC of Quezon City, operating across multiple campuses including San Bartolome in Novaliches, Batasan and San Francisco. It offers free tuition to qualified QC residents and has expanded its catalogue substantially as enrolment has grown, so check the current programme list with the registrar rather than relying on an older roundup.
Quezon City also funds scholarships for residents enrolled at other institutions, which is worth knowing if you miss a QCU slot. UP Diliman, also in QC, is free for all admitted students under RA 10931 regardless of where you live.
Universidad de Manila (UDM)
Not to be confused with PLM, Universidad de Manila is a separate LUC also run by the Manila city government, near Mehan Garden in Ermita. It offers free tuition to Manila residents across a more broadly accessible undergraduate catalogue, and serves as the second option for Manileños who do not secure a PLM slot. Many applicants sit for both.

Programme catalogues, campus counts and residency rules differ at every one of these and change between cycles. Treat this as a list of where to look, not as a specification of what each offers.
How to Get In
Free tuition means demand outstrips seats, so treat admission as the real contest:
- Apply within the admission period, which each LUC announces on its own channels months ahead of the school year.
- Prove residency with the documents that specific city accepts.
- Sit the entrance examination. Each LUC runs its own, typically covering English, mathematics, science and abstract reasoning.
- Complete an interview or evaluation where the programme requires it, which is common for medicine, nursing and education.
- Submit your Grade 12 report card and remaining documents once accepted.
