What Does the Transmutation Table Actually Do?

Two things stand out. First, the top of the table (100 down to 75) moves in small, tight bands of roughly 1.6 to 1.8 points per grade point. Second, the bottom of the table (74 down to 60) moves in much wider 4-point bands, which is what compresses a 0-59.99 raw range into just 15 possible report card grades (60-74). That compression is the direct mechanism behind the "60% becomes 75%" effect.
Why Does a 60% Raw Score Become a 75?
An Initial Grade of exactly 60.00 sits at the very bottom of the 60.00–61.59 bracket, which transmutes to 75 — the passing mark. Below that, from 56.00–59.99, the transmuted grade is already 74, one point short of passing. In other words, DepEd's table treats 60% raw performance as the floor of "passing," not as a middling 60 on the report card.
The practical effect: a student who was weak across Written Work, Performance Tasks, and Quarterly Assessment, averaging only 60% of available points, still receives a 75 and a "Fairly Satisfactory" descriptor rather than a 60 and a fail mark. This is precisely the design choice DepEd has cited as a reason for reform — Education Secretary Sonny Angara said grade advancement should be "based on real learning," not on a conversion that cushions weak raw performance into a passing number.
A Worked Example, Start to Finish
Say a Grade 6 student's Written Work, Performance Tasks, and Quarterly Assessment scores combine (using Science/Math weights of 40% Written Work, 40% Performance Tasks, 20% Quarterly Assessment) into an Initial Grade of 70.40%.
- Locate 70.40 in the Initial Grade column. It falls in the 69.60–71.19 bracket.
- Read across to the Transmuted Grade column. That bracket maps to 81.
- The student's Quarterly Grade is 81, which falls in the 80-84 "Satisfactory" descriptor band, comfortably above the 75 passing mark — even though the raw computed average was only 70.40%.
Compare that to a weaker student with an Initial Grade of 58.00%: that falls in the 56.00–59.99 bracket, transmuting to 74 — a failing mark, just one point below passing, despite scoring only around 12 points lower in raw terms than the first student's 70.40%. The compression at the low end of the scale means small raw differences near the passing threshold can matter more than they would higher up the scale.
How Is This Changing for SY 2026-2027?
DepEd Order No. 015, s. 2026 introduces an "Adjusted Transmutation Table" for the SY 2026-2027 transition year, raising the raw-score floor needed to pass. Under the new table, an Initial Grade of 70.00 is required to reach a transmuted passing grade of 75, compared to 60.00 under the old table — a full 10-point increase in what counts as a bare pass.
