Philippine State College of Aeronautics
Philippine State College of Aeronautics (PhilSCA) is a public state college specializing in aviation education, headquartered at Villamor Airbase in Pasay City near Ninoy Aquino International Airport. It traces its roots to Basa Air Base Community College, established April 1, 1968 to train Philippine Air Force personnel at Basa Air Base in Floridablanca, Pampanga. Presidential Decree No. 1078 converted it into the Philippine Air Force College of Aeronautics in 1977, and Republic Act No. 7605 elevated it to a state college as PhilSCA on June 3, 1992. Besides the Villamor main campus, PhilSCA operates satellite campuses at Fernando Air Base (Lipa, Batangas), Basa Air Base (Floridablanca, Pampanga, with an extension in Palmayo), and Mactan Benito Ebuen Air Base (Cebu, with an extension in Medellin). On September 5, 2025, President Ferdinand Marcos Jr. signed Republic Act No. 12255, renaming the institution the National Aviation Academy of the Philippines (NAAP) and designating it the country's national professional institution for aviation, effective September 27, 2025; its old philsca.edu.ph domain is no longer live and its official site is now naap.edu.ph. Degree programs include BS in Aeronautical Engineering, BS in Air Transportation (Advance Flying/Commercial Pilot), BS in Aircraft Maintenance Technology, and BS in Aviation Electronics Technology. Admission is competitive through the PhilSCA/NAAP Admission Test.

★★★★★(5 reviews)I am very disappointed that no one has answered my calls to the Registrar and Admissions Office, nor have I received any response to my email inquiries, despite reaching out during official office hours.
To aspiring aviation students who plan to take the NAAP/PHILSCA admission test, the reality is, especially if you’re outside Luzon, from the Visayas or Mindanao, always make sure you’re ready and determined to ace the examination. The truth is, it’s hard to get into the school; the passing rate is very low, with nearly less than a 1.0% chance of being admitted. I don’t want you to spend money on plane tickets or travel by land to PHILSCA-VAB to chase your dreams, only to have it all go to waste. One of the issues is the integrity of the admission test, as some students are able to enter the school through connections, or should we call it the 'backer system'. That’s the reality you’ll face. To PHILSCA: I hope you implement a better admission process with integrity and transparency. Instead of only notifying students via email (indicating they’ve passed or qualified for a second round for Aero or BSAT programs), you should post the results publicly, clearly verified and organized, similar to how the University of the Philippines does it, where students can view their individual results. You should also hold more satellite exams across the country.
Disintegrated Education and management system. Should close now. The governing system needs OVERHAULING! I lament the travails of the worthy mentors here whose minds are great yet unfairly compensated.
