Mariano Marcos State University - College of Teacher Education

Mariano Marcos State University's College of Teacher Education (MMSU-CTE) is located in Laoag City, Ilocos Norte. It traces its roots to the Laoag Normal School, established in 1917, which became the Ilocos Norte Normal School in 1939, the Northern Luzon Teachers College in 1963, and the Northern Luzon State College in 1976, before being absorbed into Mariano Marcos State University as its College of Teacher Education in 1978 under Presidential Decree 1279. As a unit of a state university, undergraduate tuition is free for qualified Filipino students under RA 10931. MMSU-CTE offers Bachelor of Elementary Education and Bachelor of Secondary Education programs, and its University High School Laoag functions as a laboratory school where student teachers complete their practicum. The college has held recognition from the Teacher Education Council as a Center of Excellence in Teacher Education since 1996, one of only 13 institutions nationwide with the distinction, and was again cited by CHED at the 2025 EQUATE Awards for outstanding performance in teacher education.
