A master's in psychology in the Philippines does one of two very different jobs. Either it is the legal gate to the psychologist licence, or it is a research and career credential that has nothing to do with the Professional Regulation Commission. Which job it does depends on the curriculum, not the label on the diploma.
Get that distinction right before you pay a single tuition instalment.
The one line that governs everything
Republic Act No. 10029, the Philippine Psychology Act of 2009 (approved 16 March 2010), sets the qualification for the psychologist licensure examination in Section 12. An applicant must furnish evidence that they hold:
at least a master's degree in psychology conferred by a university, college or school in the Philippines or abroad recognized/accredited by the CHED and has obtained sufficient credits for the subjects covered in the examinations
and that they have:
undergone a minimum of two hundred (200) hours of supervised practicum/internship/clinical experience
under a licensed psychologist or other licensed mental health professional.
Read the first clause twice. It is not enough to hold a master's degree in psychology. The transcript has to carry credits in the subjects the exam covers. That is the sentence that trips people up years after they have graduated.
Section 14 lists those subjects for the psychologist exam:
- Advanced Theories of Personality
- Advanced Abnormal Psychology
- Advanced Psychological Assessment
- Psychological Counseling and Psychotherapy
The Act also says the Board "may recluster, rearrange, modify, add or exclude" prescribed subjects as the need arises, so the current PRC programme of examination is the authority, not a blog.
When you file, PRC asks for a Transcript of Records for the master's degree in psychology annotated for board examination purposes, together with proof of the practicum hours, a PSA birth certificate, NBI clearance, certificates of good moral character and a mental health certification signed under oath by a registered psychologist or psychiatrist. The commission publishes the current list on its own requirements page each cycle.
If you only hold a bachelor's degree in psychology, the exam open to you is the psychometrician one. Section 13 sets a bachelor's degree in psychology as the qualification, and Section 15 lists its subjects as Theories of Personality, Abnormal Psychology, Industrial Psychology and Psychological Assessment. One dead end worth naming: Sections 16 and 17 created a registration-without-examination window for practitioners who already had the qualifying experience when the Act took effect, but only for applications filed with the Board within three years of its creation. That door closed long ago. There is no grandfather route left.
MA or MS: what CHED actually means by the labels
The labels are not a ranking. CHED Memorandum Order No. 15, series of 2019 — the current policies, standards and guidelines for graduate programmes — assigns them by discipline family.
Master of Science programmes, in CHED's words, "focus on specialized professional fields and are commonly applied in programs related to the natural sciences, engineering and mathematics sciences, and information technology." They carry more science and technology units, have laboratory classes, and "Thesis is a requirement for graduation."
Master of Arts programmes "offer broader education or liberal arts education" and are "common in programs related to the social sciences, humanities, and communication." Here the graduation requirement "may either be a thesis or creative work, which passed rigorous academic or jury review."
Psychology genuinely straddles the two families, which is why you will find both labels in the Philippines. UP Diliman's Department of Psychology runs MA programmes across developmental, social, clinical, industrial/organisational, personality and individual differences, and Sikolohiyang Pilipino tracks, plus PhD programmes. De La Salle University offers both an MS in Psychology and MA in Psychology majors, including a clinical major built on a scientist-practitioner model. Neither label is the "better" one. What matters is the curriculum underneath.
The tracks that actually change your life
CMO 15 s. 2019 defines the structural choice more usefully than MA-versus-MS does. Master's programmes have two major tracks.

Two things in that table surprise people.
First, the comprehensive examination is not the non-thesis alternative. CMO 15 requires it on every master's track, thesis and non-thesis alike. Second, the thesis track now carries a publication requirement. Section 9 of CMO 15 states plainly that students in the MSc/MA academic track and by research "are required to have a publication in a refereed journal or juried creative work." If you pick the thesis route expecting the defence to be the finish line, it is not.
CHED classifies master's degrees at Level 7 of the Philippine Qualifications Framework, and the memorandum also restricts which institutions may offer graduate programmes at all — an HEI needs Center of Excellence or Center of Development status in the discipline, international accreditation such as AUN or ABET in the corresponding undergraduate programme, or at least Level III programme accreditation from a CHED-recognised accrediting agency.
Choosing a track when the licence is the goal
RA 10029 does not require a thesis. It requires a master's degree in psychology, sufficient credits in the four examination subjects, and 200 supervised hours. In principle a professional-track master's satisfies that.
In practice, ask the department three questions before you enrol:
- Does the curriculum carry all four RA 10029 subjects, under names PRC will recognise? Advanced Psychological Assessment and Psychological Counseling and Psychotherapy are the two most often missing from research-heavy or industrial/organisational curricula.
- Does the programme include a supervised practicum, and does it document the hours? A programme that assumes you will arrange your own 200 hours afterwards is a different proposition from one that builds them in and issues a certification.
- Have their graduates actually been admitted to the psychologist exam? Departments that regularly send candidates know exactly which transcript annotations PRC wants.
If any answer is vague, treat the programme as a career credential rather than a licensure route, and plan accordingly.
Where the money and the time go
Graduate tuition in the Philippines is charged per unit or per subject and varies widely between state and private universities. The free tuition law, Republic Act No. 10931, covers undergraduate study at state and local universities — it does not cover graduate school, so a master's at a state university is still paid. On timing, CMO 15 does not set a single national completion period for master's programmes; each HEI sets its own residency and maximum-completion rules, subject to CHED. Weekend and evening scheduling is common in psychology precisely because so many students are already working — UP Diliman's department notes that its graduate classes typically run from 5.30 to 8.30 in the evening on weekdays.
For funding, government and institutional schemes exist but each has its own field restrictions and service obligations. Start with scholarships for graduate study in the Philippines rather than assuming your programme qualifies.
Admission: what departments actually ask for
CMO 15 requires only that an HEI have "a system for assessing the ability of students who will be admitted in the graduate program taking into consideration their aptitude, motivation and capacity to pursue and complete further studies." The specifics are institutional.
For psychology in particular, expect some combination of transcript review, a graduate admission test, letters of recommendation, a statement of research interest, and an interview with the programme coordinator or a prospective research mentor. Some departments require work experience before admission to professional tracks. UP Diliman's department notes that applicants whose bachelor's degree is in another field, or in psychology from another school, may be required to take undergraduate psychology courses first — a bridging requirement that adds a semester or two before the master's clock even starts.

If your bachelor's is not in psychology
You are not locked out, but you are further back. Most departments will require bridging or prerequisite undergraduate psychology courses, and PRC's evaluation still turns on the master's transcript showing sufficient credits in the four examination subjects. The honest summary
- The licence, not the degree, is what lets you practise psychology in the Philippines, and RA 10029 makes a master's the entry ticket to the exam.
- The four examination subjects on your transcript matter more than whether the diploma says MA or MS.
- Every master's track under CMO 15 requires a comprehensive examination. The thesis tracks additionally require a publication.
- Non-thesis professional master's degrees are legitimate degrees with a capstone and comps, but check the subject coverage before you assume they lead to the exam.
- Nothing about fees, exam dates or the current programme of examination should be taken from a blog. PRC publishes its schedule and requirements each cycle; CHED publishes the PSGs.
