Both degrees lead to a Professional Regulation Commission licence. That is where the similarity ends. BS Nursing is a 192-unit programme with clinical exposure threaded through nearly every professional course. BS Medical Technology / Medical Laboratory Science is a 173-unit programme where the entire fourth year is one continuous laboratory internship. If you want to know which fits you, compare the shape of the four years, not the job titles.
Here is what the two CHED memorandum orders actually say.

Both orders are built on the K-12 basic education system and the current general education programme, so neither is a stale pre-2016 issuance describing the old 1997 general education curriculum.

The 125-unit professional block in nursing is the number to sit with. It is not lecture time. It carries the NCM course sequence from Theoretical Foundations in Nursing through Health Assessment, Fundamentals of Nursing Practice, Community Health Nursing I and II, care of mother and child, care of clients with problems in oxygenation and fluid and electrolyte balance, care of the older person, mental health nursing, leadership and management, disaster nursing, and finally Intensive Nursing Practicum.
The 65-unit professional block in medical technology is the laboratory sciences: Clinical Chemistry 1 and 2, Clinical Bacteriology, Clinical Parasitology, Hematology 1 and 2, Immunology and Serology, Immunohematology, Analysis of Urine and Body Fluids, Histopathologic and Cytologic Techniques, Mycology and Virology, Molecular Biology and Diagnostics, Cytogenetics, Laboratory Management, and Med Tech Laws and Bioethics.
The clinical hours, side by side
This is the section that should decide it for most people.
Nursing spreads clinical exposure across the whole degree. CMO 15 recommends Related Learning Experience (RLE) attached to specific NCM courses, and the annex totals it: 53 RLE units and 2,703 hours, with an additional recommendation of 20 to 30 percent of RLE hours as self-directed learning. The heaviest single blocks are Care of Clients with Problems in Oxygenation, Fluid and Electrolyte, Infectious, Inflammatory and Immunologic Response, Cellular Aberration at 306 hours; Care of Mother and Child at-risk or With Problems at 306 hours; and Nursing Care of Clients with Life Threatening Conditions at 255 hours. Intensive Nursing Practicum in hospital and community settings runs 408 hours.
Medical technology concentrates it into one year. CMO 13 puts laboratory exposure at 32 units and 1,728 hours across first to third year, then makes the entire fourth year an internship in a CHED-accredited training laboratory. The order prescribes the internship hours by rotation:

The order also spells out the working conditions: 32 duty hours per week over 52 weeks, one day off per week plus another day for the Medical Technology Assessment Program and seminar, and interns "shall not be assigned on a 24-hour duty." No medical technology student is allowed to graduate until both the academic and internship requirements are complete.
So the honest comparison is not "which has more hours." It is: do you want clinical work distributed across four years alongside coursework, or do you want three years of coursework followed by a year that is nothing but laboratory work?
The two board exams
Nurse Licensure Examination. RA 9173 requires all applicants for a licence to pass a written examination given by the Board of Nursing. To sit for it you must be a Filipino citizen or a citizen of a country that extends the same treatment to Filipino nurses, be of good moral character, and hold a Bachelor's Degree in Nursing from a school recognised by the proper government agency. Notably, the law does not fix the subjects. Section 14 leaves the scope to the Board, which is directed to consider the objectives of the nursing curriculum, the broad areas of nursing, and related disciplines. Passing means a general average of at least 75 percent with no rating below 60 percent in any subject; if you clear 75 percent overall but fall below 60 in a subject, you retake only that subject and must then hit at least 75 percent in it.
Medical Technologist Licensure Examination. RA 5527 as amended is far more specific. To qualify you must be in good health and of good moral character and have completed a course of at least four years leading to the BS Medical Technology degree from a recognised school. The law fixes the subjects and their weights:

Passing means a general average of at least 75 percent in the written test with no rating below 50 percent in any major subject. The Board may change the subjects or weights with PRC approval, published at least three months before the examination it applies to.
One thing to be careful about: RA 5527 says the examination is given "during the month of August or September." Statutory language and the actual PRC calendar are not the same thing. Exam dates move every cycle, and the Commission publishes the current schedule. Never plan around a date you read in a law or in a blog post, this one included. Day-to-day work
Nursing is patient-facing from the start. Assessment, medication administration, wound care, monitoring, patient and family education, documentation, and coordination with the rest of the care team. CMO 15 places nursing under CHED's "Professional Institutions" typology, meaning the degree is designed to lead directly into professional practice.
Medical technology is specimen-facing. You are running and validating the tests a physician uses to diagnose. RA 5527 defines the practice as examining tissues, secretions, excretions and body fluids by chemical, microscopic, bacteriologic, hematologic, serologic, immunologic and other procedures; blood banking; parasitologic, mycologic and microbiologic work; histopathology and cytotechnology; clinical research; preparation and standardisation of reagents; quality control; and collection and preservation of specimens. The law states that a medical technologist works under the supervision of a pathologist or an authorised licensed physician.
The patient contact you will have in medical technology is mostly phlebotomy, which CMO 13 gives 54 internship hours. If drawing blood is the amount of patient interaction you want, that is a real signal.
Choosing between them
Take nursing if you want direct patient care, you are comfortable with shifting duty in hospital and community settings starting early in the programme, and you can carry a 192-unit load with RLE stacked on top of lectures. Take medical technology if you like analytical laboratory work, precision, and instrumentation, you would rather solve the diagnostic puzzle than manage the patient, and a full year of internship at the end sounds like the right way to finish. Consider the internship logistics before you commit to medical technology. The fourth year requires a CHED-accredited training laboratory. Ask any school you are considering where its interns are placed, whether placement is guaranteed, and whether you will need to relocate for the year. CMO 13 sets the standard; it does not find you the slot.
Consider the RLE logistics before you commit to nursing. Duty hours, transport to affiliated hospitals and communities, uniforms, and equipment are recurring costs across all four years, not one-off ones.
Neither order says anything about tuition. Both programmes carry laboratory fees on top of tuition at most schools, and the amounts vary widely.
